This is an accounting bucket, not an agency. Nobody here delivers a service; the money is debt service, transfers to local governments, and funds parked for later release.

The budget's largest commitments never reach a hearing, because the law decided them decades ago. Automatic Appropriations is the accounting bucket that holds those commitments: obligations Congress does not vote on because earlier laws already did — the interest on the republic's debt, the local governments' share of national taxes, the Bangsamoro block grant, the government's net lending, and the revenue it forgoes through tax incentives. The note above this page says the rest: nobody here delivers a service. This bucket buys the keeping of prior promises.
The word "automatic" is legal machinery, not slang. A budget reform decree of 1977 provides that principal and interest on the public debt, retirement premiums, and drawn-upon guarantees are appropriated without further action; the Local Government Code orders the local share released by quarter, without lien or holdback, straight to local treasurers. Congress writes its annual law around these lines, not over them — which is why the two largest items here dwarf most department budgets and attract none of their drama.

How it got here
The mechanism dates to the budget reform decree of 1977, and the debt provisions behind it to earlier decrees of the martial-law years. Their constitutionality was tested in 1991, when two senators argued that automatic debt service usurped the power of the purse and crowded out education's constitutional priority; the Supreme Court disagreed, holding the decrees operative and leaving the remedy with Congress — which could repeal the mechanism and has not, despite bills introduced ever since. The local-government share has a newer history: the code of 1991 fixed its formula, the internal revenue allotment had its base broadened to all national taxes by a ruling of 2018 the neighboring LGU page explains, and the Bangsamoro block grant joined the ranks of statutorily owed money with the peace agreement's implementing law. The debt-coalition critics keep the argument alive in budget commentary; the mechanism itself has outlasted them all.

What the money buys
Debt interest is the price of past borrowing — the line that grows with every deficit and refinancing, and the one critics point to when arguing that the decree of 1977 turned a policy choice into a reflex. The local-government share is the mirror image: money owed to provinces, cities, municipalities, and barangays by formula, whose arrival is a right rather than a request.
The remaining lines are smaller but structural: net lending, the government acting as banker to its own corporations and institutions; the Bangsamoro block grant, the peace agreement's fiscal promise as an annual entitlement; and tax expenditures, revenue the state gives up through incentives and records as spending. None of these can be redirected by amendment; all of them can be read — which is the point of the page.
Reading this year's proposal
The drama on this page is its absence of drama. What the bucket rewards is arithmetic: the share of the budget pre-committed before a single department is funded, and therefore the true size of Congress's discretion. Interest payments should be read against the finance department's borrowing assumptions — ends of the same decision — and the local-government share against the devolution debate, because a formula set in 1991 and widened by the courts is still deciding how much governing happens in the provinces rather than the capital. Everything contested about the budget is contested in the space this bucket leaves behind.
