Comparing well

A comparison is only as honest as its pairing. Departments of similar size make the cleanest pairs; a giant against a boutique tells you about the structure of government, which is sometimes the question and sometimes not.

Read the two numbers under each tile together: the change against last year's enacted figure, and the size of the base it came from. A large percentage on a small base and a small percentage on a huge base can describe the same peso movement — which is why the tiles print both, and why the literacy guide has a section on when a percentage misleads.
